Whats up? Is this normally taught in MT, or did he pick this up from TKD?
That's not muay thai. That's sanshou.

The guy doing it in the red shorts is Liu Hailong the shanshou champ.

Shogun actually tried one against Rampage at about a minute and a half into the first round. That fight was such a slaughter.

It's a double roundhouse. It's from TKD so you should ask your teacher. Not a good idea though, if the guy had responded with a right cross, you'd be walking right into it.

Time and a place for any technique (some have more times and more places). I had a trainer at one camp who used to throw this a lot while sparring. At the camp I am at now, the trainers gave it the nickname "Isuzu". It's pretty funny to hear them yelling it in the corner. They've codenamed a few gimmicks.

The one fancy tecnique I've seen work is the sliding side kick to spinning back kick. I saw my TKD instructor KO an oponent with it.

I guess the double roundhouse would work on an opponent who has a habit of backing up in a straight line when attacked.

Out of curiosity can you abort the kick if your opponent starts to counter or does the momentum sort of take over?

I've know a couple of guys (well, maybe three or four) that could get pretty good power in the first kick and this is what they emphasized when teaching this kick at Pacific Taekwondo in Honolulu. Not KO power, but enough to knock the wind out of you if they hit you right. I should have been a bit more clear in saying that I've never been able to get much power into the first kick like these guys, especially the more I try and put full power into the second kick.

Another point to keep in mind with the double kick is that the first kick is supposed to convince your opponent to drop their guard a little, so a delay between the first and second kick is ok, gives enough time for your opponents guard to come down some.
