Ok, then. I've only ever really looked into Judo, and the "deputy" ranks looked a little off to me. Does three years to attain black belt (as their site all but guarantees) sound a bit short, or is that the norm? Does someone live near enough to one of these to find out how much belt tests are, or if they are included/required at all?

According to the site, that seems true. They do provide their pricing structure for advanced (black belt) students:

In many WTF TKD schools, the red-and-black ("eldomino" or something) belt is a sort of placeholder belt you give children that have met all of the requirements for black belt, but are not old enough. I'm not sure what age this is, but a girl at my old dojang had one and she was about 12 to 14.
The rank before black belt in these schools is red belt.

I've got one of these at my Bally's. The head instructor is a graduate of Kukkiwon and has his certificate displayed in his office. Real nice guy. Not much english, but, very humble and polite dude.
I didn't take the class, because I've already had my fill of TKD and HKD in my youth, so I can't comment on that. But, it barely started last year, so, the students aren't very impressive. Though, I'm sure over time they'll improve.
Sidenote: I saw the head instructor take down one of the personal trainers (real big dude) pretty easily with a HKD immobilization technique...so, hopefully there might be more legitimacy to this program than meets the eye. -
