I don't know if causing trauma to the IT Band would either be possible with a 'strike' or even effective in bringing someone down but I know when the band isn't stretched it can lead to walking funny.

Part of what it does is keep us stable and upright.
Rocking a thai-style round kick into the ITB hurts like a bitch and makes you walk funny too.
As a practical matter doing massage therapy, its a very sensitive and tense anatomical structure, and alot of the muscles/tendons of the hip and leg attach to it."You know what I like about you, William? You like guns AND meditation."
