I do 3 weeks on, 1 week off. I do a program for 3 weeks, and check my powerlifting totals during the off week and do my PT test just to see how much better I am at it.

As for being motivated, you need to be accountable to someone other than yourself. Running around in a circle throwing punches will work up a sweat, but nothing else. Paying for training is probably the best thing. Other than that, find people to train with you, even if they are from different styles. At least you'll know that you have a regular ass beating every second wednesday (or whatever). That'll get you off your ass.
Of course, being 3 feet tall and green might be a problem for you, but we can't fix everything at once.:XXjester:
