A 'light' heavy bag is a pain in the ass, it swings all over the goddamn place. Having a buddy hold it in one place works okay but you're SOL if you're the only guy around while you're working out.
Not sure how heavy is too heavy, but most water bags are usually filled about 3/4 full or more.

How hard can you hit?
Realistically, I don't know if you could get a bag that's too heavy if you're going to work for power -- and presumably that's going to be one of your goals. Even if you have someone hold a lighter bag in place you have to restrict your own movement and range of attacks so you don't hit him. -

Bigger, heavier, harder bags allow for more abuse (self and to the equipment). Personally, I'd say you can never be too big or hard.

I use a 70lb bag and a 90lb bag.
I control the swinging by attaching a bungee cord from the bag to a heavy weight (usually a cinder block) on the floor. That seems to do the trick.
