what you are doing wrong there is at the point of impact basically you are kicking lazy. the force of you straightening your leg and shoving your hip forward as you hit the bag should provide enough force to rebound your leg back to the ground. you are just sorta placing your leg there.
also with your hand on your kicking side, throw that sucker back and hunch the shoulder. dont just wave it out to the side a bit, reach out then throw it down and back as hard as you can.

yeah, what Alex said. You're still leaving your shoulder behind, probably the fact that you insist on keeping your "guard" in place is screwing that up. Also it seems llike you're stepping a bit too wide so that when you kick your leg isn't directly beneath you and you have no balance.

thanks again, felt better when I today swung the arm back. It was a lot better today. Some time and new video.
