How would you find the owner of a license plate? Like if someone hit you and ran but you got the plate or anything like that. Is there a way to find out who it belongs too without going to the police?

LOL I googled it and wasnt concerned about police. Its just a question, Im not looking to kill anyone.
I just know that alot of records used to be easily accessable and now are not.

With any and all due respects...this is cyber-world. As such - anyone can post anything...and I, personally; do not 'know' you.
The cyber can provide you with the info you seek - at a price...but your stated reasons are - simply - binary code. The info is findable, you know that...but your motives to know are lil white words in a black space reply box.
You might as well have asked the assembly: "How do you make an IED..and anyone who would answer? And actually tell you, without knowing you personally - well, to me - thats kinda fuctup.
IF your motivations are legal - $20 bux at an local PI Agency will give you your answer. Now I dont 'know you' - of course ..and your motive might be for the good - but, then again..might not be.
As a LEO - I would advise you to contact a PI company and spend a few bux, legally - to find out the info.
'You' might not like the answer given...but since the assembly here simply cannot trust the binary request - I feel it is better to err in caution...and let this one go by. IMHO.

Rob what the hell are you talking about? I ask because I found this old private detective book my dad had from around the 70's. It talked about finding info on people and one of the things it said was that licenses were easy to pick up because the records were kept in an open book in the DMV or town clerks office with alot of other records. All of these things though are not open to the public from what I know now. So I was wondering how the poeple do it. Thats all.
Binary code and such ended. Thanks for the response though.
Oh and BTW Im a Gemeni and I dont know if thats compatible with LEO's.

Go to DMV and ask to have name and address info for the plate#.
Geminis are generally compatible with Leos.
Ask for the "strip search" or the "cuff & stuff" for special fun.
