For snapping kicks like roundhouse and front kick, heavy bag might just jump a little like what you have described. However, for thrusting type of kicks like sidekick and back thrust, it is different. You must have the penetrative force to repel the heavy bag.
You are just wrong. If you push the bag, it will repel away. If you stab the bag with penetrative force without pushing, you'll simply fold the bag and it should stop where it is. This isn't just true for sidekicks, but roundkicks as well. Folding the bag is good evidence of impact energy, repelling the bag is evidence of pushing energy.
