You are referring to the Taft-Katzura Memorandum. This was a secret side deal the US made with Japan during the Portsmouth Treaty negotiations to end the Russo-Japanese War, which was largely triggered by Russian and Japanese rivalry over controlling Korea (fueled by the machinations of the Taewongun, who was simultaneously trying to maintain Korean independence and the old Confucian order from Korean reformers by playing everyone off against each other). The US had only recently acquired the Philippines and negotiated a settlement to Aguinaldo's insurrection and were still fighting the Moros. Teddy wanted to ensure that the Japanese stayed out of the PI, so he promised to turn a blind eye to Japanese colonization of Korea, despite a US treaty with Korea guaranteeing Korean independence in exchange for the right to trade with Korea, in exchange for Japan's pledge to stay out of US control of the Philippines. Teddy also promised to block any efforts to broaden the Chinese Exclusion Act to include Japanese in exchange for Japan quietly putting restrictions on emigration to the US (all about face).
