Look, in the dojo with baggy gi pants, head kicks can work.
In a kickboxing/Muay Thai gym with shorts, head kicks can work.
In a self defence situation when you are wearing jeans, I would not kick to the head. Luckily I can pull high kicks on the street since I walk around in Sprawl fight shorts and an underarmor top.
More to the point however, I feel head kicks can be practical but only when timed correctly and paired with good takedown defense. In Sanda takedowns are legal so many people like me often throw high kicks and end up on the floor. However, more experienced fighters like my coaches throw lots of high kicks and still manage to avoid the takedown/sweep/whatever.
