    West Palm Beach man arrested for calling 911 more than 900 times

    A 22-year-old man dialed 911 more than 900 times since May, police said, taxing West Palm Beach police dispatchers until his arrest Monday on charges of misusing the 911 system. During many of the calls, Howard V. Hill Jr. claimed that an officer had been shot, indicated he wanted to shoot an officer with a bow and arrow or made animal sounds into the phone, according to his arrest report. Hill, of West Palm Beach, was released from the Palm Beach County Jail on his own recognizance Monday. Unlawful use of the 911 system is a first-degree misdemeanor. On June 23, police said, 200 calls were made to 911 from Hill's cellular phone.

    "He's been very persistent," said West Palm Beach police spokeswoman Dena Kimberlin. Each call has to be investigated, Kimberlin said, and that has hampered both dispatchers and police. "Whenever someone calls 911, the dispatchers are trained to respond to emergencies and 911 is strictly for that," she said. "When someone abuses that line they could conceivably kill someone by taking the time away that dispatchers could use to give instructions for CPR or give information to road patrol units." On one occasion, police said, Hill said an officer had been shot in the area of Forest Hill Boulevard and Dixie Highway, but when police arrived there was no evidence of a shooting. "That's a very serious statement for someone to make," Kimberlin said. "Whenever you hear that an officer is down, the adrenaline shoots up."

    Hill sometimes identified himself as "Black Ninja," according to police reports, and once seemed surprised when a dispatcher recognized his voice. Hill then began to make animal sounds and hang up when the dispatcher answered, police said. When questioned about the excessive phone calls, Hill told police that his friend "Jimmy" was the one making the calls and that he would make sure the calls would stop, according to police reports. But the calls didn't stop, police said, and other times Hill identified "Jimmy" as his pet bird. "He's the only one that I have heard of who has abused the system to this extent," Kimberlin said.     In essence, he shows us the "true path" by demonstrating everything we SHOULDN'T do.

    Ashida's also good for comic relief.
