My Google-fu does not turn up a prohibition on semi-auto shotguns in California. Rather, a shotgun is considered an assault weapon if it accepts detachable magazines, has a revolving cylinder, or has a telescoping stock AND a pistol grip, thumbhole stock, or a vertical foregrip.
(Don't ask me why anyone would have a thumbhole, telescoping stock--these laws are not written by people who have held guns in their hands. Ever.)
Anyway, most semi-autos should be fine. I can't prove it by this cursory search, but this matches my recollections.
AH! Gun Shop Commando advice. That explains it. Most dealers are great guys, but some of them are making it up as they go along.

We have barely scratched the surface of the art of reading and writing caliber names. Next we'll cover why a .30 caliber rifle could be one of several different calibers that actually use different bores, and why you can use the same bullet for a .30-06, a .308, or a 7.5 Swiss rifle. . . . but not the bullets for .303 British, because they're too large for the .308 bore.

There's a trade-off with everything here.
Let's explore the options which'd result in less recoil (or percieved recoil):
-The gun is heavy as hell
-The gun has a super-duty recoil spring operating on the margins of reliability
-Those are light-ass loads
-It really DOESN'T have much less recoil than other shotguns
-All of the above.
