So I'm reading this thread and athough I think the guy on MAP is an attention whore I would offer up the general ideas for them what live in places where weapons might be a little harder to come by.

The solution is simple. make note of when they have behaved antisocially (behaviour causing or likely to cause harassment, alarm or distress). Complain to the local authority. Local Authority will apply for an ASBO. It will almost certainly be granted.
