When do you whip it out?

Only if they go into their pocket to their belt. However, I will first try to secure the hand.

Obviously that depends. If it like 10 guys kicking my like in the recent video that was post, hell yes. If I feel like I can't win without it and don't want the guy GnPing me any more, yes. Bascially, no unless I feel overwhelmed.

Depends, if they are throwing stars that is classified as a star knife and illegial in many states to carry. The shuriken I carry are more like baby 2 inch knife, therefore legal. I don't carry them regularly.
