I'd draw on an unarmed person if they were signifigantly larger or i felt they presented a real threat to me. I carry in a fanny pack (shutup) so i dont think it would be used against me since it's concealed and not paticularly readily accessable. if you dont know it's there.
I'd draw on multiples, i'd draw on anyone armed. -

My daddy once told me not to pull a gun unless you are ready to kill that person. Because if they have a gun you can be sure they are going to kill you now, or if they can take your gun away they aren't going to hesitate like you did.

I think it's really a situational thing. Someone trashtalking and coming towards me with a weapon but not clearly about to use it, draw and aim. Someone swinging a weapon at me, make space as you draw and fire.
