I highly recommend checking off kicks, even if it hurts. If you angle your shin properly, you can avoid some of the straight bone to bone contact. It'll still hurt, but it will also hurt the attacker.
Why I am such an advocate of checking/shin blocking, is that I am an avid leg kicker. I have dropped fighters with a single leg kick. If I see that they are willing to just take it and aren't going to check it off, I will fucking unload on them and chop their leg in half. I just keep my hands up and look for that overhand right, but to be honest, if I land the leg kick, it will never come. They will drop, or at the very least, be stalled and unable to move forward. I fully commit to the kick, fully torqueing my hips over, switch my lead, then follow with an overhand left usually.
However, if they are consistently shin blocking, I will not just unload on their thigh, knowing that I may take a knee to the shin if I try to really launch it. This limits or eliminates one of my strongest weapons from the equation. I will have to work a lot harder to get it set up, and even then may be hesitant to really unload on them with it. And I have pretty tough shins.
You may be able to get away with eating some kicks from people who can't leg kick, but if you end up going against a powerful leg kicker, you do not want them teeing off on your thigh.
