If a guy is stiff arming you with his hand on your lapel, break his grip on your elbow (if he has one) and do Soto Makikomi. This works especially well on newer judoka.

well, i just make half hearted attempts at attacks to get him to move. If he just sits backs and stiffarms me, he's gonna get a penalty for stalling. He is going to have to move and attack to play judo. Your goal is just to control what and how he attacks. I do this by leaving my hands and moving my body. This creates a whiplash effect. Its really good for knee and ankle wheels. Plus it can force him to move. Get him to move, put some preasure on his feet and while he is worrying about that, break the stiffarm and give him a nice throw. Best case, he can't keep up with the moving and you can just reap the leg, worst case, he trys to throw you and you can try to block/counter. But to throw you he is going to have to break that stiff arm. Maybe something like ouchi to kouchi to tai-otoshi or something similar. I'm constantly told that a offensive player wins more on average then a defensive player.
I dont get stiffarmed much in judo, my teacher throws a fit about it. But it happens a lot in bjj and that is how I've learned to break it. Remember, I'm only going on 6 months judo exp, so I'm by no means an expert. However what I'm doing is working for me at my level of skill.
1. Anticipate that the opponent will grip in such way and prevent it by having a superior kumi kata. Aim for a double sleeve grip, block the arm when he tries to grip you, change the stance to the opposite grip.
2. Techniques - If he has a doninat stiff arm on your right, go in for Tsuri Komi Goski on the right, with your right hand close to his axilla.
I personally prefer Tsuri Goshi, as a mater of fact, I wait for people to grip me with a stiff arm on my left, to grip their belt with my left arm and go in for Tsuri Goshi left.
