Second, the guys name is Flame. Even if he's trying to sound cool that's what we call homo's around here.
Third, the toenail thing just answered all your questions if you think the school is a joke.

That toenail issue is freaky. Really.
It may just be something the students want to do, that is different. If that is a requirement, then something is wrong there. I would pull my kids, if I had any. (wouldnt have let them go to begin with though)
All the rest is just, eh. The toenails having to be painted is just plain weird though. -
