if someone has planned to mug you they probably have thought of how their victims would react.

Yelling "STOP" is not going to make a massive amount of difference. If I was choosing to shout a choice phrase as a distraction before knocking teeth out, I'm pretty sure "Stop, this is illegal!" would not be what I'd say.

Because, of course, most violent crimes are committed by people who don't realize that its illegal to assault/rape/murder, and who will gladly stop if only someone points it out to them...

This is just a more hippy-dippy version of the RBSD world in which everyone who asks you for directions is a dangerous psychopath. How about teaching people to recognize and avoid dangerous situations, rather than giving them lame advice on how to get their brains blown out while accidently "tripping and falling" while someone had a gun jammed against their head.
