This isn't really anything new, they've had pro TKD in Korea for years its just never enjoyed a lot of popularity due to the amount of contact involved when compared to Olympic TKD. If anything what this guy is offering with the point system and contact rules, is a watered down version of what they do in Korea.
In Korea Pro TKD hand techniques are allowed, (no penalty for not kicking enough) of course kicking is permitted but they also allow knees and possibly takedowns (I'm a little sketchy on this point because my Korean isn't spectacular). Also I believe that they compete in kickboxing events not Pro TKD events and ocassionaly they will participate in MMA events in Korea.
I will admit that some of my information might be a little out of date now, I was last there in 03. -

I know jack about TKD, so I'll give an answer based upon what I've seen and heard from WC. I'd say many would drop. We've had students leave once they begin sparring. I think many people who walk through our door think all we do is static drilling all day. I'm not sure that the thought of "Hey, in a few months I'll actually be trading punches with someone." ever crosses their mind. I've also heard our instructors say they've had to dial it back so they could keep students.

My time and money are valuable to me, so when I'm sparring someone in class I'd rather spar someone who wants to be there and who will give it their all, rather than someone who half-asses it. Will all-around hard sparring lead to less students, and thus fewer and smaller classes? Yeah, but that's probably not a bad thing. -

This is nothing new, as Ronin.74 said.
Pro TKD exists in Korea.
This is close, but not it. I do like the inclusion of throws, though.
Also note that you win this by knockout. Just because you make points for contact, does not lower the level of contact. You make points in boxing too, right?
The site above does not include videos of actual sparring or matches, so we cannot conclude how hard core or not it is.
But yes, Pro TKD exists. There's such thing as full contact TKD whether Osiris likes it or not. There's also Kyuk Too Ki, which does for KMA what Sanda and Sanshou do for CMA.
Here's the irony, though, right? I've seen footage of Japanese Pro TKD...it's gay. It's just WTF Sparring without chest gear and head gear. They wear gloves, but they're still not allowed to punch to the face...what's the point of that?!?
