chiccone was a wealty mobster who impressed chang with his 'connections' (of course most kung fu fighters from china had mob ties themselves), so chang hung around him for a while but didnt teach him much. chang gave him rank to solidify some 'politics'. chiccone later made himself '10th degree'.
