Depends if you want to look like a poser (so there you might be right there), actually STOP someone (then it will be open to debate) or some other definition of best.
Kicks aimed at the knee usually STOP you from walking far. Or a kick to the nads. But if you mean can I use that "really useful" kicking style of breaking half a dozen boards above my head with out ripping a groin muscle, then you might be right again. After all those boards are very dangerous and a menace to society. Dazling kicks and fancy moves work every time (thinks of a scene from indiana jones with the scimitar....)
And here I thought the university TKD lot were atypical for being bragarts and posers.... silly me. -

Wait, what? Are you saying that If I was being attacked, a kick to the head would damage my rushing opponent more than a kick to the knee or groin? Imagine yourself in the position of the attacker. Would you rather get kicked with a round kick to the head, or a side kick to the knee? The round kick has a chance to stun. A kick to the head is much more damaging than say a kick to someone's theigh. Think of having your brain bounce around in your skull over your theigh being bruised.
