Ke?po will sometimes have more "ground techniques" that traditional TKD or japanese/okinawan Karate...but such techniques are still remarkably limited. In addition, Ke?po will often focus more intently on "strike from the ground to get up and strike from your feet", since Ke?po is first and foremost a striking art.
I'm thinking the pictures are either two Ke?po guys fooling around with techniques they've seen on TV, or one of them has very spotty/limited grappling experience.
Either way, I'd have a hard time labeling that as "Ke?po Groundfighting" -
