Kicks are more likely to move the bag than punches. There will tend to be some push after the initial impact with kicks. With punches, there shouldn't be a push. Your fist should be retracted.
Honestly, a swinging bag is not a bad thing. When you spar, your opponent will not just stand there at let you beat on him. (If he does, you need a better sparring partner.) He'll move. Learning to hit a moving target with power is one of the best lessons that you can learn. A swinging heavy bag provides just this opportunity. Use your angles, footwork, and timing.
Really excessive swing can be annoying, but it is easily remedied. If it gets swinging too much, just time it as it comes toward you, and kick it again. It'll stop.
