This Grapplers Quest's system, its probably similar to NAGA's.

Points Formula
The RATED points formula is based on the three important factors:
1. The place you finished (1st, 2nd, 3rd, or 4th)
2. The division level Novice, Beginner, Intermediate or Advanced
3. The overall Size of the Event and Competitor Draw
NOTE: Historically Grapplers Quest events are 5-STAR RATED events, meaning that is these events earn competitors the maximum amount of points in the RATED circuit.

It doesn't really tell you much other than who has the money to go and compete at all the events.
I didn't see Sean Spangler, 7 year GQ champion in many divisions including expert most years. Or any of the real bad asses for that matter. IMHO that is grapplings version of the sport karate ranking system popular in the 80's where the guy who could compete at the most tournaments had the most points. -

So, is there a point to this? Not really, i think must people can figure out the RATED/RANKED systems are basically just a selling point for GQ/NAGA to promote the sport and get people (i.e. kids) to participate in their competitions. -

I wish rankings were based on the ELO system in every sport (http://en.wikipedia.org/wiki/ELO_rating_system). This is far and away the most fair way of ranking someone. Sure someone with more bouts has the opportunity to be rated higher, but unless they fight competition that is ranked higher than them in most of those bouts its likely that they will stay average. You could even make some trivial changes to it for Jiu-jitsu so that if you submit someone you get more points than if you take it to a decision.
