Just wondering,
if someone begins to open their moth on the street to you.
Should you threaten to call police?
Would it do anything if you bluff? Would it do anything if you call?
Any opionions?

These things are fact dependent, except the questions about whether or not it would do anyhting if you called the police.

If you call the police, they are going to come if you ask them to, and if you tell them not to come, they may pay a visit to "check the welfare."

When confronted by a person on the street who is being hostile towards you, it is best to keep you guard up (not literally, unless necessary) and try and either diffuse the situation or leave. Threateneing to call the cops may have either effect depending on how it is presented. Take a psychology class or two, it may help you gain understanding on this topic.

I think it's one of those Japanese technique with a deceptively poetic name. You know, like 'Monkey Steals Peach".

"Opening the Moth" is the polite way of waying that the guy unzipped his flies or loosened his kimono (or whatever) and exposed his unagi. Possibly, he may then have waved it about like a moth dancing around a candle flame.
