Effective, yes. There are many. Safe, I'm not as sure about. I was a wrestler and have done hours and hours of neck bridging, both front and back. Probably the most effective way to strengthen the neck that I've ever tried. I'm not so sure that they're safe for your cervical spine though.
The neck harness is also effective, but also potentially harmful.
Developing your traps will help a great deal with neck strength.
PE Trainer's suggestion about the towel is a good one. That isn't as effective as neck bridges, but they do work and I don't think they are as potentially harmful as the neck bridges. -

I was thinking HPV-ish cancerous type growths that would turn a cervics into something that looks like
I figured it was a typo or something . But NO ... you werent making a funny or a typo ... -
