On what grounds would the SC assert jurisdiction over any legislative matter, if not constitutional grounds?

Disputes invovling State v The Federal Government or State v State, the SC has jurisdiction as an appeals court.

Yes, but those "original jurisdiction" cases would not be legislative matters.

It's been a while since Con. Law, but I see no way for the SC to assert jurisdiction over a legislative matter without the legislation raising a constitutional question.

Hmm, maybe, it's been 4 years since I was in a government class and a decade since a law class.

Frankly, the idea that your property can be seized under eminent domain for private parties is pure bullshit. It flies right into the face of the constitution and the idea of "life, liberty, and the pursuit of property". At least, the pursuit of property for those who aren't some money mongering corporation. While I am relieved to hear that Congress is taking action, I would feel a whole lot better if the SC ruling was rescinded ( not going to happen most likely).
