Fighting soemone with a defensive posture is not simple.
If you than also get countered all the time with O Soto suggests that he is having a far better grip than you.
To throw somebody who is in such a posture requieres
- a dominant grip - make sure you get the best grip for your throw, and don't allow him to grip for O Soto
- movement. Move this guy around, prepare your throw , set him up. He won't be able to keep up this posture, if he has to follow you around. But don't go crazy, just prepare your technique, move him, use your foot sweeps to set him up.
- technique - if you manage to unbalance him with the your grip and movement, you should be able to set him up for the hip throw. The sutemi waza are a good suggestion, but not the panacea, since he may just wait for you to do it. ( And than counter you again)

I read his comment as meaning those throws were not counters to Osoto Gari.
I read it the first time the way you did and then realized:
1.That didn't make sense.
