Not as a neck crank, though it's legal as a choke (reverse hadaka-jime). Still, you may run into referee problems if it looks like a neck crank.

If he does get the o soto gari, try to counter with either moroto seionage or tsuri goshi (or some gross combination of the two as I have done before) since you have the grips for it and you can use the turning momentum from his throw.

Next time I am around a camera I wil try to get a vid to better demonstrate it. I personally use it when they counter my osoto gari with an osoto gari.

Fighting soemone with a defensive posture is not simple.
If you than also get countered all the time with O Soto suggests that he is having a far better grip than you.
To throw somebody who is in such a posture requieres
    - a dominant grip - make sure you get the best grip for your throw, and don't allow him to grip for O Soto
    - movement. Move this guy around, prepare your throw , set him up. He won't be able to keep up this posture, if he has to follow you around. But don't go crazy, just prepare your technique, move him, use your foot sweeps to set him up.
    - technique - if you manage to unbalance him with the your grip and movement, you should be able to set him up for the hip throw. The sutemi waza are a good suggestion, but not the panacea, since he may just wait for you to do it. ( And than counter you again)

I sparred a guy who leans forward a lot today and tried with a sumi gaesh. I'm an utter noob to standup grappling (however so was he) and still managed to get it right over and over again.

Damn judo is fun once you're not so afraid of falling any more.

If he's low and his butt is out, can you take the power (over the shoulder) grip?

I read his comment as meaning those throws were not counters to Osoto Gari.

I read it the first time the way you did and then realized:

    1.That didn't make sense.

    2.He said "not" not "no".
