    Hell yeah! Hell no!
Getting your foot over and inside the leg further immobilizes the leg and allows the attacker to keep defender from extending(locking out) the leg which makes breaking it easier.
HOWEVER, If my left leg goes over your right and between your legs, ending up on the floor outside your left leg I must be very ready to rerstract my leg as I have given you a very nasty counterlock.
One can reach a hand through under the ankle go palm to palm and kick ones bottom leg down and straight damaging the ankle of the leg weaving inside.
This is why I would rather put the sole of my foot on the bottom leg rather than putting my sole on the floor.

It's all about figure fouring the leg.

"Same advice goes for toeholds. You gotta keep the leg bent and immobilized otherwise they can easily spin out."

Generally. But there are exceptions. When I used to have a heel and the leg locked out I'd release the toes, palm the heel with my far arm and jerk it to the side.
This was back in the brief period after me and my friends had learned leglocks, but we hadn't all been maimed in them yet.

With most leglocks, I try to keep it locked up in a tight triangle.

Yeah, the bottom of the foot on the leg as opposed to the floor method is the way that I have been doing them previously. I figured it wasn't a total newb mistake as I have been able to catch a lot of people, but I did have some problems with my opponents rolling out.
