I voted Anime. Stuff like Ghost in the Shell is just incredible and the amount it is imitated is a credit to what has been done with the medium.
Greatest cartoon of all time?
The Bugs Bunny with the two square dance hillbillies.
"Grab a fence post hold it tight
Hit your partner with all your might
Hit him in the shin
Hit him in the head
Wup that critter until he's dead"
Might have voted “The Simpsons” if it was a choice. If God carried a gun, it would be a 1911.

Disney's Snow White is the greatest animated film that has ever been made and will ever be made.
Having said that, I voted Warner Brothers.
Bugs and Daffy.

The Simpsons would be my all time favorite. Anyone who would bother to spoof the Prisoner on American TV gets my vote.
That said, Warner Brothers and Tartakovsky are definitely strong contenders. Some anime is strong (Akira), but it's too uneven to take my top spot.

I grew up on a steady diet of Superfriends, Thundarr, Herculoids, and the other Hanna Barbera classics.
Now I flip on Boomerang, and I start jonsing for a bowl of corn pops....And lo, Kano looked down upon the field and saw the multitudes. Amongst them were the disciples of Uesheba who were greatly vexed at his sayings. And Kano spake: "Do not be concerned with the mote in thy neighbor's eye, when verily thou hast a massive stick in thine ass".
