Have a bad shoulder. Dislocated it a few times in my life, got surgery, still gives me trouble. I'm looking for a way to strengthen the joint/ligaments around it just to reduce the chances of future damage/disolcations. Any suggestions (links/programs)?

I don't have the resources to attend regular physical thearpy (no car, no paying job, etc etc), nor do I want to have it reported on my medical record in fear that it'll jeprodize my scholarship with ROTC. Any other suggestions?

A good physical therapist can do wonders, but I've always found them to be hit or miss.

Not a bad idea. I'd recommend ( as long as it's pain free, and since I've already recommended medical care I'm free to post anything I like) just taking your shoulders through their full range of motion from different angles several times a day. Rotator cuff exercises could probably help too.
BTW, A few shoudler injuries shouldn't keep you out of the military or ROTC for that matter. You should see the stuff they let people come in with.

I'm already in the program, it's a scholarship I'm on edge about. We have an over abundance of officers in the AF, so they're looking to cut our numbers anywhere possible. Anything from poor grades to poor physical performance to injuries can result in being booted, so I gotta keep this stuff hush hush.
Much thanks to all.

Look for my thread on "working the little things." There's a number of joint stabilization exercises for the shoulder.
btw, awesome performance in NW throwdown. Keep it up.
