All that crap is superfluous. What you REALLY need is a gimmick.

You know, like a bowling ball with your fathers skull in it. Or being able to throw forks. Something.

    It does not!

For the record, vigilantes in Brazil are usually cops on their day off (or even during their working hours) who decide to "clean the neighborhood", or people who are paid by a neighborhood to get rid of a particularly obnoxious drug dealer or two. Silent, discreet men.

None of those use non lethal ammunition. Or helmets.
    That civilisation may not sink,
    Its great battle lost,
Quiet the dog, tether the pony
    To a distant post;
Our master Caesar is in the tent
    Where the maps are spread,
    His eyes fixed upon nothing,
    A hand under his head.

    1) As a Persian I am a fully licensed vigilante.
    2) All Persians are vigilantes.
    3) Please don't invade Iran.
    4) If Iran is invaded, expect Persians to end crime. Worldwide, once and for all.
    5) Yes, Persians are immortal.

Brazil of course is a special case, no? It is well known for it's tremendously high rate of kidnapping. The most famous recent case for the outside world being the recent disappearance (and eventual release after the ransom was paid) of soccer/football star Robinho's mother.

Now I may be well of the mark, but the Brazilian police service is generally considered to be up to it's neck in corruption.

However, all this aside we're still talking about Batman fantasies here. When I was 11 I thought about stuff like this. I also wanted to be a pilot and Indiana Jones. Fantasies. When you get older your fantasies tend to involve women, and if you're lucky - more than one.

What you need is the ability to say things like:
    Badguys: "We surrender!"
    BADABADABAM!
Frank Castle: "I'm sure you do"

What about a full-body suit made of carpeting so all you have to do is drag your feet and give out static shocks? I'd use his name if I could remember, but he was the carpet dude from The Tick.

    Sadly you are quite right.

Forget the helmet - too heavy, bulky and slow.

Forget the gas mask - any over the counter mace is easily gotten used to.

The non-lethal rounds are ideal. It shows you're just a concerned citizen, not a revenge or serial killer. However, today's criminals won't respect you until you do something that shocks even them.

Now in the long term, non lethality is the preferred method as it will instill the ideal that a lawful life is the best yet life to lead than one of crime. But nothing will stop crime quicker than criminals unwilling to risk THEIR lives for whatever it is they're doing.

The money - take what the crimals have on them. They've gotten it from criminals (junkies, crooked police or politicians) anyway. Use it to finance your own operation.

Research - you need resources. A friend on the local cops, preferably a like minded rookie whom no-one will suspect. They can do multiple things: provide you information, take heat off of you and put heat in the right places.

Know your environment better than anyone else. This will benefit in the take down, or in the event of escape.

This was all just off the top of my head.
