Step 1: Get a horse
Step 2: Ride the horse bareback for 2+ hours per day, rising the jog - no trot/extension/impulsion.
Step 3: Enjoy your new very manly inner thighs, and the lack of feeling on your entire inner leg from midcalf to crotch.

Seriously though, strengthening the inner quads and adductor muscles might help a bit.
