I saw it again yesterday and the one of the only things the Hapkido guy did that looked like it would actually work was the drop he did when the guy in the plain clothes threw a high kick.

Have you seen the Hong Kong Legends 'Game of Death' DVD? The 40 minute edit of original footage in the extras makes it all worthwhile, though the dialogue is rather corny.
