As soon as it happens. Call for an ambulance to take the guy to Hospital.
If it dosen't come for a while, then get his ass in the car and drive him to the damn hospital.

Should a person be treated differently if they lose consciousness by choke-out as opposed to knock-out?

They're completely separate mechanisms, but I'm pretty sure you'd do the same thing. Make sure the guy is breathing and roll him on his side until he wakes up. I have a first aid cert, and the first thing my instructor (first aid, not martial arts) told us was you really can't do very much. Just try not to make anything worse and wait for the professionals. Whether or not my martial arts instructor has a first aid cert means nothing to me. I agree with Punisher, that we really can't do to much.
One thing to add. Assuming they aren't out long enough to warrent calling an ambulance, you should probably treat for SHOCK.
NOTE - I would assume it's pretty much manditory for an instrustor to have some first aid training. -

Around how long would you wait before calling a paramedic?
I remember one jiujutsu guy I trained with for a short while had a bizarre book on resuscitation techniques. Eg. strikes to certain points to restore flow of chi, etc in the case of a KO. Then again, he also had a senior St John's first aid cert. I think it should be made clear that if I stop breathing I want someone to do EAR on me, not start rubbing my ribs. :rolleyes: -

My instructor says that when someone goes under from a choke that it helps to put them on their back, lift their legs up (like supported by your shoulder) while you bend down and rub their chest.
