    Obviously there are no laws in place that would make it illegal or whatever. The practice of only black belts promoting is followed by Relson Gracie,Ibjjf, Gracie Humaita, Rickson, The Gracie Academy and pretty much everyone.
    If you are a brown belt running a school you either have your teacher do promotion day seminars or just ask him if you can give out blue belts at his behest.
    This is not correct in the vast majority of schools and organisations. A black belt is not required to give out blue belts, for example. That simply isn't the case.

    What you said is funny! I was concerned that a school should at least have a black belt. As far as the question as to whether a certain instructor is truly a brown belt, perhaps someone should ask the school and the instructor in writing about his qualifications? With WTF Tae Kwon Do there is a centralized place where you can check Black Belts qualifications, that may not be true for BJJ, but it is reasonable to ask questions about the qualifications of a teacher running a school.
