The fact that they go for pain instead of choking you out will give you time to fight. If you regain some posture, you should be able to throw them off of you...or slam the guy into something hard and solid to loosen the hold.

    Try avoiding places that are obvious ambush points as well. Think ahead about where you are going, when , and how to get there.

    It also strikes me that if they are usually going for an air choke instead of a blood choke, presuming you can keep your cool, just pulling a knife out and stabbing them may be a viable defense.

    Legals is hardly an issue, no one is going to check or care, so I can carry what I want. What's a locking blade? Mine is a short one, and it folds into itself--kinda like a Swiss army penknife. But when I open it up it stays open until a button is pressed then it folds.

For a private citizen, they need to show definite proof that their life is in danger, and get a written permission slip from the cop, which takes 60 days to approve.     A folding knife with a locking blade is any knife that has a means of keeping the blade open, yours is apparently a locking blade. There are several types. I'd look into getting a good-sized locking folder knife that you can open with a single hand that has a pocket clip. Something like this:
