Yep. Neither international sport nor combat sambo allows heel hooks or toe holds. They do allow achilles, kneebars, hip locks, slicers, reaping and pretty much all else. Combat Sambo the style (non sport stuff) does have heel hooks, etc. I saw an old black and white video of Kharlampiev teaching a toe hold.
Yes, we allow heel hooks in A division Freestyle Sambo...which was ironically recognized by FIAS under the Rudman regime. Though, FIAS never cared to really include us or anything, it was included in the list of possible sambo variants which could contribute to your master of sport ratings
