Nothing says "illegal, underground fighting tournament" than a packed, public gymnasium.
There is a lot of hanzi in the background...somebody should be able to decipher all of that and help shed some light on the context of these videos.
Obviously not film. Shot with videotape...probably an early hand held camcorder, placing the (obviously spliced and heavily edited) recordings squarely in the 1980s.
If anyone is claiming this contains videos from the 1970s...they are suspect.

There is a lot of flash photography in some of the segments.
Those photos are somewhere Why have they never surfaced?
Possible answer: they might have, but none of the faces are Frank's?
Duxology, Lone Gunmen Style
Step 1: get your hands on some old VHS or Beta comp video
Step 2: find fighters that kinda sorta look like you and are kicking ass. Splice together into one master.
Step 3: Send the video to your friends "hey that's me kicking ass at the Kumite".
Profit and vindication to a legion of internet folks who are that easy to convince with a single, blurry video.

That's exactly where I went.
Like you said, 20+ years of illegitimacy and you wait until 2014 to "dispel rumors?" As Final said and Wetware implied, the video is so grainy we need more proof the combatant is Dux.
Here's something to chew on:
For a super secret tourney, there was a camera directly in view hat NO ONE walked in front of during the filming. That means it wasn't a hidden camera.
Stranger still are these quotes from Dux:
To further the ideals of industry unification and solidarity, in 1975, Frank Dux defied convention and boldly started fashion trend NHB fighters follow today by his fighting in shorts rather than martial art uniforms,
During his rein as Champion, Frank Dux was nicknamed by the Chinese audience "Fa Ma" (trans. "The Flying Horse") given his incredible hang time and defining trait of making use of one of any number of powerful jumping kicks by which to finish off his opponents as they were falling, Dux trademark.
So, does that mean the guy in the video isn't Dux or is he lying again?
In my opinion, the video actually hurts more than it helps.

This looks like the channel it may have originally been posted on:
The other channel had a lot of real kickboxing/MMA videos. This channel here, frankduxfan, looks like it may have been the one to actually produce the video. The guy who runs the channel appears to be wheelchair bound, which leads me to believe he might be a student of Dux (Who is known for working with the handicapped).
I had originally thought someone was just idly jerking around when he slapped together the video and put that title on it. I basically do the same thing all the time on my channel:
If someone named "frankduxfan" really made it, though, I guess he legitimately expects and wants people to be fooled by it.

Yes, a student of Dux's with CP.
Real classy, Dux. Classy for a ninja, at least.
Oh and this...
And this gem. It's 2014...who cares about Frank Dux...Justin is way more impressive.

0:14 and 0:56 of the video is the same exact sequence, repeated.
I wonder why.

All it takes is pressure and time.
Hey Frank...what was Fujifilm doing at the Kumite (2:16).
