You want something, they want something. You're the coach.
So...go all Pavlovian on them: allow them to do a certain amount of striking once they've done a certain amount of rolling. The former becomes a reward for doing the latter.
If this is done right, the best among them should get used to--and then begin to realize--the fun and utility of rolling after gaining some time and experience at it, and then you won't need Pavlov any more.

All the coaches need to be singing off the same hymn sheet. You won't convince them to train properly if the head coach is telling them they can do whatever they feel like.

People sitting around watching other people throw a 1-2 punch aren't learning anything. Get consensus from other coaches first, then make it a rule nobody sits around. Match up the strikers first, then make it a rule that everyone else gets a partner and then you dictate what they are going to do. Roll live, positional live, or drills. If they are sitting around you go tap 2 guys on the shoulder and instruct them to pair up and roll or drill.
It's a MMA club. Meaning a club where you PERFORM MMA, not WATCH MMA. Watching MMA can be done with buddies ordering a PPV event.

In all honesty unless this club is a soccer mum gym the problem itself is so strange as to astound me.
For us if you are late to conditioning sprawls.

Don't want to roll? I mentioned this to my gym they rolled around the floor laughing.
