    It does seem like he took the guards who were on duty by surprise...presumably, as a contractor, he knew where everybody would be...it does seem like he had a lot of time to stroll around gunning folks down, though. I saw one news story that indicated that a police team that was on-site and ready to go was ordered to back off by their watch commander...last I heard they were doing some kind of internal investigation on that.

    I seem to remember reading something about a jurisdictional issue being a major factor. As in, there was a Capitol Hill SWAT team on site that was ordered to stand down within minutes of Alexis being reported. I'll go look for it right quick.
