    I'm not so sure, see my earlier post. I'll stand corrected thought. Remember members of the public only exercise a citizens arrest, regardless of one's employment or civil qualifications. I don't even think PCSO carry handcuffs because they aren't charged with the power of arrest beyond what you an I can do.

    How about Richard Spencer answering the handcuff question, given he considers himself a subject expert.

    Just double checked and you're right Rock. The Act (PACE) has been amended. To cuff someone now you need the proper training and authorisation and the Police also need to be made aware that you will be using them in the course of your work.

    Is it anywhere defined what that training would be and who would regulate it?

    Without hunting down a brochure or some such, I'd imagine a cuffs course would need some sort of ministerial stamp or Police approval at the very least.

    We have a screen shot of him offering "combat insurance" through the ICA but thats probably worth about the same as his licences.

    An equally interesting question would be where Spencer accumulated the experience needed to run a handcuff class. Even if we were to take his outlandish claims at face value, there's nothing in there about police work.
