So an intresting study on PEDs
Doping is damaging the image of sport without benefiting athletes' results, according to new research. Researchers collated sporting records (including Olympic and world records) of male and female athletes across 26 sports, between 1886 and 2012. Comparisons were made between pre-1932 records (when steroids became available) and post, and it was found that the times, distances and other results did not improve as expected in the doping era.
A team of researchers has examined the impact of anabolic steroid use on power lifters years after the athletes had ceased to take the drugs. The researchers found that while physical traces of the drug no longer remained, changes in the shoulder and quadriceps still gave lifters an advantage years later.Of the single rapier fight between valiant men, having both skill, he that is the best wrestler, or if neither of them can wrestle, the strongest man most commonly kills the other, or leaves him at his mercy.

"PEDs" covers an enormous range of substances, they're not created equal by any means.
Many have suspect gains, hell, cyclists used to smoke tobacco to increase lung capacity and took strychnine for dog knows what reason.
Those bizarre trends continue today.
That said PEDs applied "correctly" certainly can provide objective gains though caveats apply.

I'd have to see the original study but I think we can safely assume this is bullshit.
