Here in the U.K people are expected to pay 145.50 per household to support the national broadcaster (BBC) there is an 1000 pound penalty for not doing so. I like the BBC but this is ridicules they should have put adverts in 10 years ago

Mental health? Possibly but he's over 30years of age and legally responsible for his actions. Cannabis remains illegal in the UK. Excessive drinking is no defence either as drunkenness in public can also get you arrested.

He should pay for her dental treatment. He should pay compensation for her distress.

He should get a Community Sentence at the very least; otherwise, go to jail.
