If you're arguing that the importation of USian and European experts was only to magnify a colonialist impulse in the Bakufu, then I won't dispute you. But there's a qualitive difference between a feudal state trying (and failing) to conquer its neighbors and an industrialized nation doing so. We were the rising stars of imperialism between 1892 and the Depression. Until then, Japan was at best a junior in the game. Putting in a good showing, undoubtedly, but only able to swing with the heavyweights (read: us) after decades of social reform and buildup.
