Yup. Not "sense stamps" per say but "research chemicals" are very popular right now and can be bought over the counter in many places.
Can they get you high? Sure. Are they fun? Maybe. It's subjective. In general they are not as enjoyable as the illegal drugs they are imitating.
Most importantly though; Are they bad for your health?
NOBODY KNOWS! These are random chemical relatives of illegal substances that are designed to engage the same neuro receptors as their cousins, but they are NOT the same drug and the side effects are anybodies guess.
We've got people keeling over dead from smoking THC analogues and the real "illegal" THC has never killed anyone.
Junkies are shooting up random stimulants and canibalising people whilte in a state of excited delrium.
Not to mention that the long term affects like liver damage or cancer are a total crap shoot. No buzz is worth having deformed children or permanent organ failure.
So truth be told, you are actually safer taking the REAL drugs.
Is is stupid that loadies are taking these risks? You betcha.
Check out the erowid vaults if you want subjective information regarding these substances. Some have been around for a while and you can find out if people are getting sick from them.
One big red flag about these sense stamps? There's not listing of the "active ingredient" and believe me, these all claim "herbal" but they are very much synthetics. Without knowing the active compounds, you have no way to re-search the safety and make an informed descision about wether or not you want to ingest it.

A friend of mine told me a sad story about her son and synthetic cannabis (Spice/K2/whatever). Her son was an aspiring Navy SEAL. Was a gym rat, got into BJJ etc. He tried the drug once, and ended up with occasional epileptic seizures that disqualify him from being a SEAL. To be honest, I seriously question if its as simple as she made it out to be, but if it is, that's pretty scary and awful.
A girl I know tried the same stuff and called me up, freaking out and saying she felt like she was going to die.
Also the scientist who led to synthetic cannabis said that people who smoke it are idiots, because nobody knows the long term effects.
Subjectively speaking, as a guy who's had a trip or two in his day, the idea of cheap knockoff LSD is a lot iffier than a knockoff THC high. Man, **** a wildly unpredictable psychedelic voyage.
