I think that might be closer to the truth than "Russian bear hunting armor". There's a similar or identical outfit in the Menil Collection art museum in Houston, Texas, where it's described as a "wildman costume" from Germany or Switzerland, dating to the 18th or 19th centuries. If so, it's very likely a festival costume representing a figure of local folklore, along these lines:
