Well, maybe on a larger scale, and I'll agree that some nations don't distinguish between functions. But US State Department foreign service officers still generally tend to believe that "gentlemen don't read other's mail", so to speak. Stuff other than smiles, handshakes, and politely-worded communiques is somewhat sordid and distasteful...

Pretty sure we *helped* Libya during their recent revolution. The airstrikes were to protect the civilian population from reprisals from the military. Yes it is certain that friendlies were killed, but that's war.
