Alright, it's a few years too late for a fail axe kick board break (one of my TKD grading requirements), but I figure this is as good a time as any due to having just started back at MT. I am easily able to get the height in preparation for an axe kick, but generating enough torque downwards is just something I don't seem to possess. I'm assuming I have worked too hard on hammy flexibility and not enough on hammy strength, but I can't for the life of me think of an exercise that would allow me to generate sufficient force to bring it back down with thunder. Assistance?

The only time I've ever landed an axe kick to the leg was a complete accident. I, of course, acted as if it were on purpose because it was one of those "seen only in movies" type deal. However, it was an absolute fluke.
...What I'm trying to say is better to take a more cautious approach and not use the move in this sparring match. -

WAS? Hehehehehe!
I can't add much that hasn't already been said, but have you read the full rule set of the org/comp for clarity? 9/10 they will be standard but there is always that small chance....
I remember Barin Soares landing a peach of an axe in full contact (i.e. kickboxing as opposed to MT) but for me if I am pulling the trigger on an axe it is a little too risky in a first fight under a different rule set

Even if you're aiming for the shoulder, the ref is likely to view it as a missed kick to the head.
I've never seen it thrown to the leg; if it's part of your game though, I don't see any reason not too.The fool thinks himself immortal,
If he hold back from battle;
But old age will grant him no truce,
Even if spears spare him.
